Biography
Avital Alfandari, PhD, is a healthcare systems expert with over 15 years of experience in hospital administration and national health policy. She earned her PhD in Health Systems Management from Bar-Ilan University in Israel, where her doctoral research focused on the impact of Israel’s mental health reform on service utilization and delivery. Dr. Alfandari spent a decade at Sheba Medical Centre, one of Israel’s leading hospitals, where she served as Head of the Maternity Department and led initiatives to improve patient-centered care. For the past five years, she has been working at the Israeli Ministry of Health, where she coordinates national efforts in accreditation, quality improvement, and patient safety across governmental hospitals. Her work bridges clinical leadership with health policy implementation, emphasizing evidence-based strategies to enhance system-wide safety and service quality. Dr. Alfandari is passionate about translating research into practice and advancing sustainable models of healthcare governance.
